The alert, distributed via the city's emergency notification system to all 14,000 registered residents, urged those intending to use the elevator to 'take stock of where the elevator currently is, which is not a floor, and plan accordingly.'

'We want to be clear that both floors remain intact,' said Emergency Management Coordinator Diane Puhl at a press conference held in the parking garage stairwell. 'Floor Two is where it has always been. Floor Three is directly above it. The elevator is between them. These are the facts as we understand them, and we felt the public deserved to hear them in sequence.'

Puhl confirmed that the elevator's occupants — two individuals identified only as 'a man with a rolling suitcase' and 'a woman who appeared to be on a work call' — were in stable condition, physically speaking, though she noted that the woman's call had become 'audibly more tense' in the seven minutes since the stoppage began.

Dr. Ferdinand Oakes, Senior Research Fellow at the Institute for Vertical Conveyance Studies at Millbrook Community College, said the situation was consistent with what experts call an 'inter-floor pause event,' a phenomenon he described as 'not uncommon, though typically briefer and less publicized than this one has become.'
