Breaking: Interagency Task Force Convenes To Determine Whether Their Jurisdiction Covers This, Concludes It Probably Does Not, Will Reconvene

WASHINGTON, D.C. — The Interagency Coordination Body for Unassigned Matters (ICBUM) announced Thursday that, following seventeen months of deliberation, three off-site retreats, and one team-building exercise that generated its own separate after-action report, the Body has reached a preliminary conclusion that the matter currently before it does not, in any clear or enforceable sense, fall within its jurisdiction.

The findings were distributed via a 412-page interim summary memo, marked 'Pre-Decisional and Not For Distribution,' which was distributed to all stakeholders.

'We want to be transparent that we have not yet determined what we are being transparent about,' said ICBUM Deputy Coordinating Director Renata Foles at a press briefing held in a conference room that had been double-booked. 'What I can tell you is that our process has been thorough, our binders have been tabbed, and we remain committed to identifying, at minimum, who should be committed to this.'

The matter, which sources describe only as 'the situation,' was initially referred to ICBUM in March of last year after the Office of Civic Infrastructure declined to act on it, citing a statutory ambiguity last reviewed in 1987. The Office of Civic Infrastructure has since been reorganized twice and now operates under the name Civic Systems and Place-Based Continuity, though its position on the matter remains unchanged.

Legal analysts say the report's core finding — that the situation 'may or may not constitute an actionable condition pending further definitional alignment across relevant agencies' — represents a meaningful step forward.

'Bureaucratically speaking, 'may or may not' is actually quite bold,' said Dr. Terrence Quill, senior fellow at the Institute for Procedural Governance and Throughput. 'In prior administrations, this would have gone straight to 'to be determined.' They skipped a whole phase.'

Critics, however, note that the report's executive summary contains a footnote recommending that the executive summary not be cited without reference to the full report, and that the full report contains a disclaimer noting it should not be considered final until the executive summary has been formally adopted, a process expected to take between four and nine months depending on quorum availability.

ICBUM has confirmed it will reconvene no later than the second quarter of next fiscal year to determine next steps, pending confirmation that all relevant parties are still the relevant parties. A pre-meeting alignment call is scheduled to discuss the agenda for a meeting to scope the reconvening session.

Members of the public with questions about the matter are encouraged to submit them through the agency's online portal, which is currently undergoing a system migration expected to conclude in spring, though the year was not specified.

'We hear the public,' said Director Foles, gathering her materials. 'We have logged that we hear them. The log is being reviewed.' She then exited through a door that led to a supply closet, paused, and exited through the correct door without further comment.
