PUBLIC SAFETY ALERT: Tri-County Parking Lot Wind Advisory Task Force Urges Residents To Exercise Caution After Shopping Cart Left Unattended In Slope-Adjacent Space Rolled Approximately Eleven Feet Before Contacting A Curb, Freestanding Vehicle Proximity Analysts Warn Trajectory Was 'Gravity-Assisted, Unattended, And Witnessed By A Man Who Did Not React In Time'

MILLBROOK TOWNSHIP — Local authorities are asking residents to remain vigilant following what officials are calling a 'low-velocity, cart-based mobility event' that unfolded Tuesday at approximately 2:14 p.m. in the east parking lot of the Millbrook Plaza Kroger, located at the intersection of Route 7 and Fenwick Mill Road.
According to a joint statement released Wednesday morning by the Tri-County Parking Lot Wind Advisory Task Force and the Office of Freestanding Vehicle Proximity Management, a standard-gauge grocery cart was left unattended in parking space 114-E, which sits at what analysts describe as a 'non-trivial downward grade of between two and four degrees.' The cart subsequently traveled an estimated eleven feet before making contact with a painted concrete curb bordering the cart return area it had originated from.
'This is exactly the kind of situation we train for,' said Dr. Paulette Engrom, Chair of Applied Wheeled Object Dynamics at Millbrook Community College and a consultant for the Task Force. 'When you place a cart on a slope and release it without engaging any form of stationary resistance — which, I want to be clear, this cart did not have — movement becomes not just possible, but, in our assessment, likely.'
The cart's journey, which lasted approximately four seconds and was witnessed by area resident Gerald Foss, 61, reportedly concluded without injury to persons or property. Foss, who was walking toward the store at the time, stated he saw the cart begin to move and 'sort of jogged toward it a little' before determining it would stop on its own. He confirmed it did.
'I kept my eye on it the whole time,' Foss told reporters gathered outside the Kroger. 'I want that on the record.'
Officials stress that while Tuesday's incident was resolved without harm, the underlying conditions that enabled it — an unsecured cart, a measurable slope, and ambient atmospheric pressure consistent with a partly cloudy afternoon — remain present at the location.
'The slope has not been addressed,' confirmed Regional Cart Displacement Liaison Howard Vick at a press conference held in the Millbrook Township Municipal Annex meeting room. 'As of this morning, it is the same slope it was yesterday. We are monitoring it.'
The Task Force is urging all Millbrook-area shoppers to engage the cart's front wheels against a parking lot line before releasing it, or alternatively, to walk it directly to the cart return rather than leaving it 'in the general vicinity' of the cart return, which officials say is a different thing.
A follow-up public safety briefing is scheduled for Thursday at 6:30 p.m. in the Millbrook Plaza community room, pending confirmation that the community room is available and that the projector, which was last seen working in March, has been located.
'We are taking this seriously,' Dr. Engrom added. 'A cart that moves is a cart that is no longer where it was. I think the community deserves to hear that from someone with credentials.'
No citations were issued. The cart has been returned to service.
