WASHINGTON, D.C. — The Department of Nonsense's Interagency Chair Comfort Determination Panel (ICDP) issued its formal findings Thursday following a fourteen-month investigation into a sitting-to-standing transition observed at approximately 2:34 p.m. on a Tuesday in Conference Room B of the Dayton Regional Administrative Annex, confirming that the individual in question — identified in documents only as 'Gerald, mid-level, beige lanyard' — had been seated in the chair prior to no longer being seated in the chair.

The 340-page report, titled 'Postural State Change: A Retrospective Determination of Prior Occupancy in a Rolling Mesh-Back Office Chair, Dayton Incident, Findings and Recommendations,' was delivered to the Deputy Undersecretary of Situational Furniture Awareness at 9:00 a.m. and described by her office as 'received.'

'After exhaustive review of available evidence, including eyewitness testimony, ambient video captured by a laptop camera that was technically on, and one partially completed sign-in sheet, the Panel is prepared to state, with high confidence, that Gerald was sitting before he stood,' reads the executive summary. 'The sitting preceded the standing. The standing followed the sitting. These two facts are, in the Panel's assessment, related.'

Dr. Fiona Clatterwell, the Panel's Senior Postural Sequencing Analyst and the report's lead author, described the finding as 'frankly, exactly what we expected, which is why it took this long to believe.'

'You have to be careful,' Dr. Clatterwell told reporters during a forty-minute briefing in which eleven of those minutes were spent locating the correct slide. 'You cannot simply assume that a person who is standing was previously sitting. That is a logical leap. We do not leap here. We take the stairs, we document the stairs, and we release a full report on the stairs.'

The report further notes that Gerald's transition from seated to standing was 'voluntary in nature, unforced by external parties, and completed within a timeframe consistent with a human adult of approximate median mobility.' A supplemental appendix, running to sixty-four additional pages, addresses the moment Gerald briefly hovered in a half-standing position while reaching for his water bottle, which the Panel classifies as a 'transitional ambiguity' and describes as 'neither fully one thing nor the other, and deeply uncomfortable to categorize.'

Critics have questioned whether a fourteen-month investigation and an estimated $2.3 million in departmental resources were an appropriate allocation for the documentation of a man getting up from a chair.

Department spokesperson Terrence Blobb pushed back firmly.

'The question is not whether Gerald stood up. We know he stood up. Everyone in that room saw Gerald stand up,' Blobb said, visibly calm in the way of a man who has fully committed to a position from which there is no graceful exit. 'The question is whether we could prove it. And now we can. That is what the government is for.'

Gerald, reached for comment, confirmed that he had indeed stood up and said he could not recall why this had become a federal matter. He was advised by a Department liaison not to speculate further, as speculation falls outside the Panel's current mandate and would require a separate subcommittee.

The Department of Nonsense has announced that a follow-up report examining what Gerald did after he stood up is expected by Q3 of next year, pending budget approval and the successful formation of a working group to determine whether a working group is necessary.
