Three-Nation Coalition Issues Landmark Determination That Kingdom Under Attack Is Experiencing An Attack, Trilateral Security Summit Describes Incoming Threat As 'Inbound, Hostile, And Targeting The Country It Is Targeting'

RIYADH / ANKARA / ISLAMABAD — Following an emergency all-hands convening of the Tripartite Kingdom Security Alignment Steering Committee, the governments of Saudi Arabia, Turkey, and Pakistan have issued a landmark joint statement confirming their full activation of the Mecca Accord, a pre-existing agreement whose core finding — that Saudi Arabia should not be attacked — has been described by senior officials as 'consistent with the accord's original intent and also the reason we wrote it down.'

The statement, running to approximately 400 pages including appendices, executive summaries, and a seventeen-page glossary defining the word 'determination,' was distributed to press at 11:43 AM local time and immediately praised by all three signatories as 'decisive, coordinated, and reflective of the positions held by the parties who hold them.'

'Let the record show,' reads Paragraph 1, Subsection A of the communiqué, 'that the Kingdom of Saudi Arabia is a kingdom. That it is located in Arabia. That Arabia is Saudi. And that the security of this kingdom — which is Saudi, and also Arabian — is something we have determined we are determined to defend. This determination has been formally determined.'

Sources familiar with the document confirmed that Paragraph 2 largely reaffirms Paragraph 1, while Paragraph 3 introduces a bold new finding that the Houthi attacks are, in the committee's words, 'attacks.'

'We want to be very clear,' said a senior Pakistani official at a Tuesday press conference, standing before a PowerPoint slide reading THREAT STATUS: PRESENT. 'The attacks that are occurring are occurring. They are not not occurring. Our partners in this room — who are in this room — share this assessment, and we are sharing it, here, in this room, together.'

Turkish Foreign Ministry spokesperson Ahmet Çelik confirmed that Ankara's participation in the accord was 'fully voluntary, geopolitically intentional, and the result of Turkey having chosen to participate.' He declined to elaborate on whether Turkey had considered not participating, adding only that 'the column marked Participation currently reads Yes, and that column was filled in by us.'

An internal memo obtained by this outlet from the Mecca Accord Implementation and Rollout Subcommittee (MAIRS) reveals that early drafts of the joint statement included a slide — designated Slide 4 of 11 — outlining specific defensive measures the three nations intended to take. Per the memo, Slide 4 was ultimately replaced with a new slide reading 'DEFENSE: TO BE DEFENSIVELY CONDUCTED,' which all three delegations approved as 'appropriately directional.'

Houthi representatives did not respond to a request for comment by press time, though analysts note that the group has been described in the communiqué as 'the party whose attacks are the attacks referenced in the section on attacks.'

The accord is expected to remain active for the foreseeable future, defined in Appendix C as 'the period during which it is active, which will conclude when it is no longer active, at a time to be determined by parties who will determine it.'
